Constitutional amendments are near impossible for Congress to pass. There's no bipartisanship anymore, only political tribalism and toxicity. Any proposed amendment must first receive a two-thirds majority vote in the House and Senate. Then, the proposed amendment is sent to the states for ratification. Someone would have better luck winning the lottery.!
